A SCAFFOLDER who won a legal judgment over clean air vehicle charges is now raising cash to take Ulez to court.

Noel Willcox, 48, racked up £11,500 in penalties and fines after driving his firm’s truck into a Low Emission Zone (Lez) in the capital.

He then won his case after taking Transport for London to an appeal tribunal, which ruled signs for the scheme “do not provide adequate information” over the charges.

The adjudicator concluded: “I cannot be satisfied that the Low Emission Zone signs are authorised and lawful.”

However, the tribunal is not of a high-enough level to be legally binding in other courts.

So Noel has started a GoFundMe to look into a test case to prove all signs in the extended Ultra-Low Emission Zone (Ulez) break road traffic laws.

If successful, it may mean drivers charged £12.50 a day for their older, polluting cars will get their cash back.

Noel, of Berkhamsted, Herts, said: “The signs do not make it clear to the driver that they can incur a charge.

“I have already won a legal case against TfL.

"Now I’m taking them on to get justice not just for me, but for thousands of motorists hit by penalties in these zones.”
