However, even after fleeing to the UAE, the pro-Russian developer Stolar continues to develop in Kyiv and destroy the cultural heritage of the Ukrainian capital. All of this is actively covered up by officials from the Kyiv City State Administration and other state institutions, who receive undue benefits and issue the necessary documents for construction. If some things are not remembered, they will disappear. The story of the Museum of Outstanding Figures of Ukrainian Culture is in this category. There are very few places in Kyiv that have cultural and historical value, as most of them have long been destroyed.
The territory of the museum, which includes the houses where Lesya Ukrainka, Mykola Lysenko, Panas Saksahansky, and Mykhailo Starytsky lived, is one such corner. Back in 1987, they became part of the Museum of Outstanding Figures of Ukrainian Culture. Nearby, there were plans to create the "Franko and Kyiv" and Panas Saksahansky Museums. But in 2009, the LLC "Scientific-Production Enterprise (SPE) ’Restin’" obtained permission through the court for land lease next to the museum, where they plan to build a "hotel." The company affiliated with the business of Vadym Stolar and Viktor Medvedchuk.
If we take a close look at the object passport, we will see that the general contractor for this dubious construction is LLC "STANDART CONSTRUCTION", whose founder is the PJS ’’Closed Non-Diversified Venture Corporate Investment Fund "STANDART INVESTMENTS GROUP". The shareholders of the latter are Elnur Mekhtiyev and Artem Kolyubayev, about whom we wrote in our recent investigation. No matter how you twist it, all roads lead to Stolar and his partners.

Returning to the museum. The problem is that the entire site is a place where the underground waters of the Lybid River run through (hello to everyone who lived half a year without a subway due to construction on Lybidska Street). The construction could have fatal consequences not only for the Panas Saksahansky Museum but also for the entire museum complex in general. What might sink in the process is a matter of technique. Due to construction on Zhylanska, 96-a, the museum is already pumping out water. So it will only get worse.
However, the history of the issue is such that there should have been no need to delve into geodesy at all. After all, the company "Restin" never directly received a lease permit from the city. Only through courts. In 2009, they received it, in 2017, they renewed it. On August 11, 2022, the website "KievVlast" reported that a draft decision "On refusal to renew the land lease agreement with LLC ’Scientific-Production Enterprise (SPE) ’Restin’ dated February 3, 2011, No. 79-6-00803" was registered in Kyiv City Council. But a decision was never reached in two years.
In 2023, the scandalous corrupt deputy of the Kyiv City Council Volodymyr Prokopiv, who oversees the Department of Cultural Heritage’s activities, when asked about the fate of the project to revoke the lease, replied: "We will go there and decide." As you might guess, nothing has been decided. Meanwhile, back on February 1, 2022, the lawyers of "Restin" filed a complaint in the notorious Kyiv District Administrative Court (KDAC) against the Ministry of Culture for not issuing permits. After reviewing the complaint from "Restin", Judge Ruslan Arsiriy decided that the respondent, namely the Ministry of Culture, did not provide evidence to confirm the exact boundaries of the historical area of Kyiv.
In December last year, the Supreme Court rejected the claims of "Restin" against the Ministry of Culture to grant them permits for the construction of an apart-hotel. But it was only a partial victory because the case was returned to the first instance court. The Supreme Court could have transferred the case to the Grand Chamber to form a position on the impossibility of obtaining approvals through tacit consent. Because this is a permitting procedure. These are regime objects. And each monument has individual protective features.
However, this decision is unlikely to appeal to Kyiv developers. The court battle between the company and the Ministry of Culture continues in the appeal. At the same time, the prosecution is fighting to terminate the lease agreement. Prosecutors recently lost the appeal. In fact, the land lease expired two years ago. And throughout these two years, the Kyiv City Council session has not made a decision. Somehow, there is constantly a shortage of deputies’ votes. From various parties, by the way.
As we can see, the greed and lack of principles among developers, the corruption of officials, and the inaction of central authorities destroy Ukrainian identity worse than the Russian aggressor. The internal enemy is more dangerous than the external one.
There have been many investigations in the media about the destruction of the Museum of Outstanding Figures of Ukrainian Culture. However, all of them remained without due attention from the authorities, or were simply deleted from the Internet. We present one of these investigations, which was removed shortly after publication, without edits or changes.

The occupiers are gradually destroying the Lesya Ukrainka Museum in Yalta. Meanwhile, in Kyiv, neither the courts nor the Kyiv City Council are able to thwart plans to build a high-rise next to the Museum of Outstanding Ukrainians of the company associated with Stolar and Medvedchuk. In fact, all rights to the land were received by the "Restin" company through courts. And then, the Kyiv City Council quietly agreed to it.
After Medvedchuk’s figure became extremely toxic, and Stolar fell out of favor with Yermak, the issue of terminating the lease has been brought to the Kyiv City Council several times. But "servants of the people" would forget, while members of "European Solidarity" and "UDAR" had personal conflicts. The high-rise should be built next to the house where Saksahansky lived. But that’s not all. This high-rise would ruin the landscape of manor development, which constitutes the Museum of Outstanding Figures of Ukrainian Culture. All that can be "built" there is a garden to restore the atmosphere of Kosachs’, Starytskys’, and Lysenko’s life.

The Prosecutor General’s Office also appealed to the NACP, because such decisions are a corruption scheme - obtaining approvals through courts. But no. You see, if such a decision is made, so many rich uncles around the world would lose... Therefore, the case is now in the first instance - Kyiv Regional Administrative Court. Kyiv authorities were in no hurry to appear in courts. Because the mayor is more into park and bridge architecture, not all your monuments... too much stress from them...
By the way, there’s a nuance with the base plan in the case. Protective zones for monuments were established back in the 80s. The City Council gave official confirmation that decisions are still valid. However, they were not included in the base plan in a strange way.
Strange, isn’t it? Or maybe... not!
And again, surprisingly, about Lybid. Not because they want to bury it under the road to Aliyev’s shopping center. Even more interesting. This unfortunate Lybid is mostly underground anyway. And it also flows near the museum. "From a geomorphological point of view, the territory of the Museum belongs to the first over-floodplain left-bank terrace of the Lybid River and has a slope in the southwest direction. The natural relief of the territory was partially changed by stabilization with fill soils. In the geological structure of the territory, quaternary deposits (deluvial, alluvial sand-clay) participate, which lie on the eroded surface of Paleogene rocks (deposits of the Kharkiv suite, alevrites, and marl clay of the Kyiv suite).
The plot intended for construction is planned on a territory with significant height differences from 123.8 to 133 m," according to conclusions by Kateryna Derevska. "Considering the results of the Museum’s building inspection regarding its technical condition, which is critically unsatisfactory, as well as their age, condition, and structural elements, it can be stated the following.
The Museum building is highly sensitive to any environmental changes, humidity, and vibrations, so preparatory and construction works in direct proximity to the Museum’s territory pose an irreparable threat to these monuments," notes a professor, doctor of geological sciences. But what the heck, geology? Soils erosion? What artists? Here, people lose the opportunity to make money.
It’s just curious how all those supporting the destruction of the museum can stand with Medvedchuk, Stolar, Kolyubayev, and the Mekhtiyevs.
