However, Fenerbahce want around £30m for the full-back.
Borussia Dortmund are also understood to be interested and have already tabled a £21m offer.
Despite starring primarily as a left-back, Kadioglu can also play as a right-back, midfielder and a winger.
Describing his style of play on social media, one fan wrote: "He plays almost every position except Goalkeeper! He's predominantly right footed though so I could see him as Saka's back up and then used at fullback whenever needed."

The Turkish international made 51 appearances for Fenerbahce this season, scoring three goals and assisting five.
Should he join Arsenal, Kadioglu could become Arteta's first choice left-back.
However, he would have to compete with Jurrien Timber - who returned from an ACL injury last month - Oleksandr Zinchenko and Takehiro Tomiyasu.
