Premier League bosses have warned clubs that they are closely monitoring transfer deals ahead of the deadline for profit and sustainability rules.

The PSR rules state teams are only allowed losses of £105million over a rolling three-year period. Two teams were found guilty of breaking the rules last season, Everton and Nottingham Forest, and were subsequently handed points deductions.

The Toffees are again in danger of breaching the £105m limit, along with Chelsea and Aston Villa. The three sides have been involved in a succession of deals over recent days, with Omari Kellyman heading to Chelsea from Villa for £19m.

Meanwhile, Villa are closing in on buying Ian Maatsen from the Blues for £37.5m, as well as spending an undisclosed fee on Everton youngster Lewis Dobbin. Going the other way is Tim Iroegbunam for a fee of £9m.

Under PSR rules, homegrown players count as pure profit and help to ease any concerns of a breach. But according to The Times, top-flight chiefs are now warning clubs that they will be checking to ensure any deals for not breach regulations around acting in good faith.

Premier League teams are obliged to act in 'good faith' towards each other and the league itself. If transfer fees are seen to be as heavily inflated to get round the PSR rules, that could be viewed as a breach.

The deadline clubs have to work towards is 30 June, which is the end of football's financial year. The Premier League has declined to comment on any specific deals, but other clubs believe they are acting within the rules.

Teams have been made aware that charging each oher highly inflated fees to get around PSR rules could become an issue. The Premier League rulebook makes this element clear.

Rule B15 states: “In all matters and transactions relating to the league each club, official and director shall behave towards each other club, official, director and the league with the utmost good faith.

"For the avoidance of doubt and by way of example only, it shall be a breach of the duties under this rule to act dishonestly towards the league or another club; or engage in conduct that is intended to circumvent these rules or obstruct the board’s investigation of compliance with them.”

For breaching the rules over the previous three-year period, Everton were deducted eight points, while Forest were deducted four points. Both teams were able to avoid relegation though.

The Toffees were originally deducted 10 points, but were able to successfully reduce that down to six points on appeal. They were then handed a second charge carrying another two point penalty. Forest meanwhile were unsuccessful in their appeal against a four-point deduction.
