EIGHT people were killed when a gunman opened fire on kids and neighbours in Serbia's second mass shooting in as many days.

The horror unfolded when 21-year-old Uros Blazic started firing at people with an automatic weapon after having an argument with a police officer in a park.

The shooting comes one day after a 13-year-old boy killed eight fellow students as well as a guard in the first school shooting in Serbia's modern history.

Just as the shattered country was coming to terms the massacre, a second mass shooting happened in the villages of Mladenovac and Dubona, about 30 miles south of the capital Belgrade.

Blazic got out of his car and began firing at people around a campfire with an automatic rifle and then drove a few miles, where he shot four people fixing a gate, Novosti reports.

He then continued his rampage and drove to the centre of Dubona and started shooting again.

The victims were aged between 15 and 22 and the dead include an off-duty police officer and his sister.

One witness told Telegraf he "saw a man standing in the school yard and shooting at children sitting on a bench".

Blazic then reportedly hijacked a taxi and threatened the driver with a grenade to escape the scene.

A pregnant woman was in the cab and according to reports, he would have killed her to but ran out of ammunition.

Hundreds of police, helped by helicopter and drones, then began a huge hunt for Blazic and cops were seen stopping cars at checkpoints.

He was later arrested in the town  Kragujevac, about 60 miles south of Belgrade and was pictured handcuffed in the back of a police car.

Dubona resident Milan Prokic said he first thought villagers were shooting to celebrate a childbirth, as is tradition in Serbia and the Balkans.

"But it wasn't that. Shame, great shame, I heard some tak-tak-tak sounds," he said.

"They say the kid killed them for no reason. They say there was an argument here at the centre of the village, he went home, took his arms and came back to kill them.

"If it were true, why did he go to neighboring villages to kill?"

Another Dubona villager also said heard gunshots late last night and came out of his home.

"I felt the smell of gunpowder," said the man, who refused to give his name because he feared for his safety.

"We saw people lying on the ground. I heard noise from the direction of school."

Serbia's president Aleksandar Vucic condemned the terrorist attack and proposed tough new gun laws.

Vucic proposed a moratorium on gun permits regardless of weapon type.

He called the measure a "practical disarmament" of Serbia that would also include more frequent medical and psychological checks of gun owners.

The government would also hire 1,200 new police officers to improve security in schools, added Vucic.

The horror came just a day after the school shooting.

A teenager allegedly made a horror "kill list" before gunning down eight kids at his school, police said.

The straight A student, 13, allegedly went armed with two guns, four petrol bombs and a "hit-list" of pupils he wanted to kill in the bloody rampage in Belgrade.

Serbia dealt with its most recent mass shooting in 2013.

In that incident, a war veteran killed 13 people in a village in the central part of the country.

Serbian Interior Minister Bratislav Gasic called Thursday's shooting “a terrorist act,” according to state media.
