Ugarte has only been with PSG for one season, having made his switch from Sporting Lisbon last summer.
The defensive midfielder played 37 times last term and was dubbed a "revelation" by French media outlets.
And he fits Ratcliffe's transfer requirements as he looks to sign players under the age of 25, who are not classed as Galacticos.
