Phillips, 28, made only ten appearances in London but failed to feature in West Ham's final three Premier League games of the season.
The ex-England international faces an uncertain future when he returns back to City after falling out with manager Pep Guardiola.

But according to Sky Sports, the former Leeds star is in line for another second chance with Everton interested in signing him.
Phillips could again be available on loan with City facing a struggle to shift the player permanently.
A return to Leeds has been deemed unlikely after their play-off final loss to Southampton.
Phillips admitted Guardiola's weight comments had "a big knock" on his confidence with his family also left unhappy with the public slam.

But the City manager in February did speak out to apologise to Phillips, who revealed he did return back from Qatar 1.5kg over his weight target.
Guardiola said: "I’m sorry. Once in eight years is not bad. But I’m so sorry. I apologise to him.
“I spoke to him before [making the comment]. I never, ever don’t speak to the team before I say something here, or the player in that case.”
